I'm from U.K.
I know that doing stills in certain states (e.g. NY city) requires a permit(this may apply to the whole country) its free(I think) and takes a little hassle to get.As far as I know if you rigging up a tripod you'll require a permit.
If you have any troubles I recomend emmigrating.

said this before and ill say it again if your in the uk, go and talk to the nearest screen commission(find it at www.bfc.co.uk) and they can help you out here, i have just spent a good few hours this afternoon at the london film commision in there libary searching for a few locations and the women there handed me a document which has all the local councils rules on filming and public and what they expect and who and how to deal with etc etc and 90 % of the councils mentioned are free to film in public places as long as you abide by there rules

all for free !

What are the guidelines for shooting in public places. For instance, do I need a permit from the city to shoot in a city park or cemetary. What if I wanted to shoot a scene on a country dirt road? Should I just take my chances and shoot or can anyone provide some advice?
